July 2020 Activity and Arrest Summary

A criminal charge is merely an accusation and a defendant is presumed innocent until proven guilty.

On July 3, 2020, at approximately 11:04 am, the Mar-Mac Police Department responded to the McGregor river front for an individual that had fallen into the river.  The individual was rescued by a private party prior to arrival.  During the investigation, it was determined a boat, traveling south, had failed to obey the No Wake Zone and the wake caused the docks to become unstable causing the individual to fall into the Mississippi River.  The individual was taken to a medical facility by Mar-Mac EMS and the operator, Chad Tuescher, from Onalaska, WI, was cited by the Iowa Department of Natural Resources.

On July 3, 2020, at approximately 1:58 pm, the Mar-Mac Police Department investigated a complaint accusing an establishment, in McGregor, allowing their patrons to consume alcoholic beverages outside the licensed property.  At the conclusion of the investigation, the patrons were warned for consuming alcoholic beverages in a public place and the owner of the establishment was warned for violating the alcohol license.

On July 3, 2020, at approximately 10:55 pm, a Mar-Mac Police Officer observed individuals crawling underneath a stopped train immediately preceding to the movement of the train.  The individuals were counseled on the dangers of crawling under the train and warned for trespassing.

On July 4, 2020, at approximately 2:15 am, a Mar-Mac Police Officer discovered an open door to a downtown business, in McGregor.  With the assistance from the Prairie du Chien Police Department, the officers conducted a building search for criminal activity.  After searching the building, the building was found to be unoccupied.  The owner of the building was contacted, and the building was secure.

On July 6, 2020, at approximately 12:55 pm, the Mar-Mac Police Department investigated a counterfeit bill that was used at a business, in McGregor.  Upon examination of the currency, the bill was found to be fraudulent.  At the conclusion of the investigation, the officer spoke with the individual who passed the counterfeit bill and an alternate method of payment was used.  The counterfeit currency was seized.

On July 6, 2020, at approximately 2:43 pm, the Mar-Mac Police Department investigated a criminal mischief complaint, in McGregor.  At an unknown time, an unknown person caused damage to a vehicle.

On July 7, 2020, at approximately 12:05 pm, the Mar-Mac Police Department investigated a counterfeit bill that was used at a business, in Marquette.  Upon examination of the currency, the bill was found to be fraudulent.  The counterfeit currency was seized.

On July 20, 2020, at approximately 11:59 pm, the Mar-Mac Police Department investigated a criminal mischief complaint, in McGregor.  During the investigation, it was determined a male became upset after his relationship with his significant other had ended and caused damage to the inside of the significant other’s vehicle.  The vehicle owner advised the officer she did not want to pursue charges at the time.

On July 24, 2020, at approximately 3:53 pm, the Mar-Mac Police Department investigated a two-vehicle property damage accident on the Marquette-Joliet Bridge, US Highway 18, in Marquette.  In the construction zone, a 2012 Chevrolet Cruze and a 2014 Dodge Ram 3500, driven by Daniel Fernber, from Beetown, WI, were traveling west when, for unknown reasons, the traffic movement slowed down.  Fernber, who was overlooking the river, rear ended the 2012 Chevrolet with his 2014 Dodge.  Fernber was cited for Following Too Close.

On July 24, 2020, at approximately 10:07 pm, a Mar-Mac Police Officer initiated a traffic stop on a 2004 Audi for a traffic violation.  During the investigation, the driver, Dalton Weigel, was found to be in possession of alcohol and tobacco under the legal age.  Weigel was cited for No Valid Driver’s License and Underage Possession of Alcohol.  Weigel was warned for the newly enacted Iowa law requiring persons to be 21 years old to possess/purchase tobacco products.

On July 25, 2020, at approximately 1:16 am, the Mar-Mac Police Department responded to a business, in Marquette, for a domestic disturbance.  During the investigation, it was determined a physical altercation had occurred between a married party causing bodily injury.  Nicole M. Haney, from Muscatine, was arrested and transported to the Clayton County Jail.  Haney is accused of Domestic Abuse Assault 1st Offense (serious misdemeanor).

On July 25, 2020, at approximately 7:44 pm, a Mar-Mac Police Officer initiated a traffic stop on a 2004 Toyota on Main Street, in McGregor, for a traffic violation.  During the investigation, the officer detected an odor consistent to marijuana and observed the driver, Marisa A. Fopma, from Wyoming, MI, displaying clues of impairment.  After a probable cause search of the vehicle, items consistent to marijuana and drug paraphernalia were found.  Fopma participated in the Standardized Field Sobriety Tests and consented to the chemical testing of a body specimen.  The body specimen was submitted to the Iowa Division of Criminal Investigation Criminalist Laboratory for analysis.  The body specimen resulted in a positive screen for marijuana metabolite.  An arrest warrant was request for Fopma accusing her of Operating While Under the Influence 1st Offense (serious misdemeanor), Possession of a Controlled Substance 1st Offense (serious misdemeanor) and cited for Speeding.  The passenger, Chase T. Droog, from Wyoming, MI, is accused of Possession of a Controlled Substance 1st Offense (serious misdemeanor).
